Bubbles In Tank?

The walls and everything in my tank are coated in mini-bubbles. What causes this? Is it harmful? And if so, how can I get rid of this? 
 
The first day I filled it it was very bad. The bubbles were pretty big. They lasted for about three days until I did another water change (I wanted to add a few things to the tank). I just refilled it about an hour ago, this time I tried to fill it slowly... Thinking maybe I filled it to fast with to much water pressure causing the bubbles to form. 
 
The bubbles are still here but they're super tiny. Super tiny but still covering anything. 
 
I'm just wondering if this means there's something wrong with the water? Is it safe? And even if it is, I'd rather have the bubbles gone, it'd look much nicer. 
 
Can you get a picture? I usually have some little bubbles but they go away by the next day or when I swipe them with my hand. I do fill the tanks up fast though.
 
Have you added any chemicals? Sprayed anything near the tank?
 
I actually just took a tiny brush and wiped down all of the walls real quick and gently. All the bubbles floated to the surface and disappeared. It was all good for about 30 minutes and now they're starting to come back again, not nearly as many probably 1/4 as much.
 
If they come back to the same extent as they were I'll take a picture for sure, but right now there's not enough for my camera to really pick up. 
 
The only chemicals I've added to the water is "Topfin Betta Water Conditioner". I just used tap water and then put the recommended amount of conditioner in. And I haven't sprayed anything in the room at all so it shouldn't be that either. 
 
I'm looking at the Betta right now, and occasionally I'll see a few bubbles come off it. I can't tell if it's coming from it's mouth, or maybe it's from it brushing over things, I'm not fully sure. It's not many and it's not constant though. 
 
This is a brand new tank though filled with all brand new stuff, could that play any factor? Even though I did clean everything with hot/boiling water before setting it all up. 
 
I don't have a filter as of yet though, could it be caused by the lack of circulation?
