Bubble ladders

I just got a bubble ladder today for my CO2 and what I'm wondering are the bubbles suppose to go straight up the ladder or do they sit on each row until enough bubbles form and push them along? Or is the bubble suppose to travel all the way up by itself? Because thats what mine is doing. The bubbles also get to big on the row and mostly go right to the surface.
 
The bubble ladder is meant to delay the bubbles from rising to the surface, giving the co2 time to react and dissolve. In either event it is fufilling this purpose.

The bubbles will start rising more evenly and get stuck less after it's been in use for a few days.
