I don't think it would happen personally, many nateraly live together in the wild and I've never seen or heard of a cross breed.

Why the bump?
Personally I see no reason why I'd want to cross breed them, but that's just me.
Neons and cardinals are in the same genus, so it might not be impossible, it would be very hard, as breeding them normally takes a lot of effort, but the hybrids will most likely be weaker, with more deformities and deaths than normal fish. I think most of the fry if it was even possible would die.
