Breeding Tank For Rams

I have a 30 litre tank, currently a reef, wich is going to be converted to freshwater soon.

I was thinking of a shrimparium, but would it be too small to house a pair of rams instead?

I don't think it's big enough for two rams, shrimp tank would be alot better
