i was wandering weather its a good idea to use blue tack to attach plants to rocks/driftwood?

I wouldn't personally, just use superglue, it's much easier.

i just dident want to take the bit of wood out of the tank... again wandered if there was away of attaching them when submersed

Yes, use thin black cable ties I do.

I wouldn't advise it. Not sure what is in blu-tack that might leech into the water.

Also, I doubt very much that it will adhere well to any wet surfaces for a long period of time.

Just use a piece of cotton
