Blue Rams Fighting

I have had one blue ram in my tank for a couple of weeks and added another today. To start with, they were both fighting each other, butting in to each other or lip locking. Now it seems the new ram has given up and is constantly being chased or butted by first ram. Should I separate them now or will they settle down after a while? I THINK they are both females.

The tank is a 10 gallon as it is only a quarantine tank. Later on they will both be moved toa 17 gallon tank.
 
If the fighting is that bad I'd separate them. Do you have any pictures? That would help identify the sexes.

It used to be that ram 2 used to bully ram 1. However, it is now the other way round! It seems worse when it's feeding time. As if ram 1 doesn't want ram 2 to have any food.
