Blue Green Algae?

ok im pretty certain iv got a small amount of blue green algae in one of my tanks its not being dosed with anything its a 20L with a guppie and 2 otos in it, its got afew plants but not to much.

i know its easy to peal off but. that wont stop it from coming back. any advice on what to put in the tank,if anything (im getting hold of some dry ferts soon for a high tech tank)

what causes the algae?

photo period is about 10 hours with a 11w PL light (the aquariums aquamode 300 and its a stranded bulb got that)

Bacteria known as Cyanobacteria. Species of blue-green algae may dominate and increase excessively in water when the:

nutrient levels, particularly phosphorus and nitrogen are sufficient to support the population growth
water is still and turbulence is low (lack of mixing)
weather patterns are stable for a long time

i think its the weather which is causing it >.> :L

thanks =] i guess i'll just leave it for now. i reckon pealing it afew times will work maybe add afew more plants (im planning todo that anyway)
