What are your pH, ammnia, nitrites, and nitrates? When was the last water change? Was the long poo whiteish clear? All of these things will help us help you.

Chilodonella
Taken from this link.
http://www.fish-disease.net/diseases.htm

Symptoms:

The skin and gills become discolored, taking on an opaque, bluish-white to gray coloration. The area between the head and dorsal fin is generally the most severely affected. In advanced cases skin begins to swell, eventually shredding and falling off in strips. Gills are also affected and may be completely destroyed. Clamped fins, listlessness, hanging at the surface and gasping may also be seen. The fish may rub or scrape against objects in the aquarium in an attempt to relieve irritation.

Cause:

The ciliate Chilodonella cyprini. These heart-shaped parasites, at a size of 40 to 60 microns, are not visible to the naked eye. The parasites are able to swim freely, spreading easily from fish to fish. Reproduction occurs by asexual division.

Treatment:

Highly infectious and able to kill in great numbers, Chilodonella may very well be the most dangerous skin parasite there is. Overcrowding increases the risk of infection. Acriflavin Plus, Malachite Green, Paraform, Quick Cure or Formalin are the drugs of choice for Chilodonella. All fish as well as the aquarium they inhabit should be treated.

Size of tank in gallons or litres.
How many fish and which type.
Need to get your water tested at the lfs and tell them to write the readings down for you.
I would also suggest buying some liquid test kits in ammonia, nitrite, nitrate, and ph.

As the fish lost wieght due to not eating.
Check the anus of the fish to see if its enlarged, or red and inflamed.

to bad that carn't be it surely

The fish has allways been thin he was badly bullied when I got him he is red so the anus is red

He eats very well better than the rest he loves tubiflex worms the freeze dried sort and eats flake readilly still.

The flicking is once a day max as far as i can tell

Looking thin can be many things from internal parasites, fish tb, flukes, velvet.
What does it look like when he goes to the toilet.
Your thread title says blue film on fish have you read the Chilodonella info.

Ok he is dead went rapidly down hill

he lost the film but gained a bloated appearance to a malnurish ed body and all his fins stuck out wards as if you had scraped them up. he lost the film but another is going the same way. 2 shrimp and a sudden female death have also occured.

The fish shouldn;'t have a blue film on it if its not it colour.
Blue films on fish can be a parasite.
R.I.P.

meant to read all scales stuck up

The remainig male is in a 6L tank floating in the 120L tank

I think you need to describe all the symtoms again.

blueish body slime (red fish)
All scales stuck outwards as if rubbed wrong way
bloated
sitting on bottom
not eating properly

but he is now dead

the living one is lethargic and not eating much he is in a 6L floating in a large tank with fish tonic and a bubblin homemade filter

I told you the bluish slime in the fish was it's a parasite called chilodonella
and they do alot of damage.
You need to treat the tank.

Taken from the info I provided.

Jazz take Wilders advice and for goodness sake get a test kit ASAP.. those poor fish are suffering, and if anything goes wrong in the future you may well be able to stop it progressing this far :)

good luck with the treatment

Meds.
Malachite green or Formalin,
Make sure your fish can handle these meds.
