On of my honey gouramis is looking really bloated and has white stringy poo. Just been searching the forum and it seems it could either me parasites or dropsy. I have a spare tank but don't have a spare heater.
Should I leave him in the tank he's in and risk whatever he's suffering with being passed onto the other fish or move him into the spare tank and hope to keep it at room temp which is 18c?

If he's got white poo, its internal parasites. Internal parasites are hard to transfer to other fish, but the medicines to cure it can be harsh, so i advise you move it to the QT tank. I have a tiny QT and I use a betta bowl heater. Its super cheap ($10) and has a preset temp. Its called the Zoo Med Betta Bowl Heater
For treatment I recommend Mardel Clout or Seachem ParaGuard
