Bloated Dwarf Gourami And Dying Cory

Please help, I think two of my fish are dying.

Tank size: 125 gallons (about 475 liters)
pH:
ammonia: 0
nitrite: 0
nitrate: 10 PPM
kH:
gH:
tank temp: 78 F

Fish Symptoms (include full description including lesion, color, location, fish behavior):
This morning my sister and I woke up to find that our dwarf gourami was stuck in the space between the filter and the tank. It seemed strange because he usually swims through that space just fine. When we got him out we realized that his abdominal region was all bloated. We then noticed that there was a cory lying on the bottom of the tank with the other fish pecking at it. I immediately went for a net to fish the dead cory out of the water, and while I was getting it he swam into some plant life, probably to hide from the other fish. Are these incidents related?

Volume and Frequency of water changes: we usually change about 25 - 50% every two or three weeks. Lately the tank has been kind of neglected because we've been sick, the water hasn't been changed for probably three weeks.

Chemical Additives or Media in your tank: none

Tank inhabitants: 1 dwarf gourami, 7 spotted corys, 15 neon tetras, 2 bloodfin tetras, 1 zebra denio, 1 common pleco, about 8 Australian rainbow fish, 2 turquoise rainbow fish,

Recent additions to your tank (living or decoration): none

Exposure to chemicals: none

We've identified the dwarf gourami's disease as dropsy, which means that it probably isn't connected to the cory's problem. He has scales sticking out and is extremely bloated. We're thinking of putting down the dwarf gourami, and I have two questions; do you think euthanizing is a good idea, and, if so, what method would you suggest?
