Bleach And De-chlorinator

I know its apparently perfectly safe to use normal household bleach to steralise items or soak ocean rock in to clean them up (i have done this with no issues) as long as you rinse well (pref in cold water) and soak in a high dose of standard dechlorinator.

I tried Google for this, but couldnt get much.....

I was just wondering how similar bleach is to chlorine, or is bleach just an ultra strong form of chlorine?

Whats the relationship between dechlor and bleach, anyone got a link, is the same active substance in dechlorinator, the same thing that neutralises the bleach?

I tried googling it too and it came up with nothing. I always thought bleach was a really strong chlorine because it smells like 'swimming pool" haha
 
From a quick search,

Sodium thiosulfate, also known as Bleach Stop, is another excellent choice for neutralizing chlorine bleach. It is less economical than Anti-chlor because you must use a much larger quantity to prepare your bleach neutralizing bath. Thiosulfate is commonly used in developing photographs, so you may be able to find a local supplier in the form of a photography supply store. The reaction between thiosulfate and hypochlorite is as follows:
4 NaClO + Na2S2O3 + 2 NaOH → 4 NaCl + 2 Na2SO4 + H2O
