Black Skirt Tetra Problem

I have a Black Skirt Tetra that is opening and closing his very mouth rapidly, he also has slightly ragged fins. I have another 8 Black Skirts and 3 Silver Tips and they are all fine. I'm not sure if it's fin rot, there's no blood or fungus.
 
What are your tank stats?
 
Sounds like nipping or ammonia issues, oxygen problems maybe.
 
Does sound a bit like stress and some fin nipping going on.
 
Is any of your other tetras bullying this one?
 
A good tell tale sign for fin rot, is to check the pectoral fins, if they are ok then chances are its fin nipping, if these fins are ragged then possibly fin rot.

This isn't always the best method, but it can be a good indicator. While it is harder for attacking fish to reach these fins, it does happen sometimes. Discoloration is the best way to tell, fin curling, that kind of thing. A picture would be the best thing for assistance with identification.
