Could be ich if they never disappear if the fish is touched.
Air bubbles may appear after a water change but they should not last more than a day if they are air bubbles.

Required info you need to provide to the forum:
Water parameters (Ammonia, nitrite, nitrate and PH)
Temperature
Tank size
Other fish (if any besides the 2 black moors)

no im experienced enough to certainly say it isnt ich! ive read about the bubbles but the seam to have a material like substance to them rather than just air bubbles. ammonia is 0.10 nitrite and nitrate are 0 p.h is 7.5 temp is 22 degrees and tank size is 15 litres. both black moores are about an inch full lenght

In before: water change due to ammonia being 0.10.
Tank WAY too small.
Too much waste done by black moors.

0.10 ammonia is nothing. it takes atleast 2.0 ammonia to be fatal to fish. the nitrogen cycle stages and levels are fine. i font know about the temp and ph for these things though. i know the tank is small but it isnt my tank and cant really do much about it thanks.

Since you mentioned that you just changed the water I wonder if it was caused by adding overly pressurized, cold water to the tank. They can disperse on their own but adding an airstone can help if I understand correctly. It is potentially a very dangerous situation but I don't know if there is anything you can do apart from aerating the water.

Fishblast - true but not really helpful for the immediate problem :/

Edit: Was the water left to sit for a while before adding to the tank? Or did it pretty much go straight from tap to tank?

Whenever I had the air bubbles on fish, I just left them like that for a day and the bubbles disappeared on their own. Sometimes the fish just got rid of them. Not much needed to do in that case. But if it is as the OP says and the bubbles are actually skin growths, then that could be a problem.

0.1 ammonia DOES cause problems, more long term than short term, but still problems. 15 litres is WAY too small as someone has already mentioned, although you say you cant do much about it. Maybe point out to your friend that the tank is too small and try and rehome them, and get them to buy differnet, more suitable fish for their size tank.

I'm going with some form of parasite, like ich but doesnt sound like ich, especially if they are transparent. could you post a picture of them please?

It is, and it WILL kill the fish over time...as there are no sign of NitrAtes, i'd say the tank isn't cycled..therefore the ammonia will continue to build up, then the NitrItes....killing the fish within weeks.

Terry.

i just meant its nuffin for the time being and no the tank wont be cycled because not only has the owner been keeping them in a tank too small she has gave abandoned them for a lizard and i found out the water change was 100 percent straight from the tank. i noticed the water went cloudy so i asked how the water change was carried out. clearly its a bacteria bloom. the water change was done by the girls mother who doesnt take advice well! lmao. this is one to just forget about as there is nuffin i can do to help anymore. thanks for you comments
