I seen a Black ghost knife fish at my LFS and wondered what the minimum tank size is I have seen them kept in a 2ft tank

They can grow up to 20-24 inches, i wouldn't keep them in a tank smaller than 100gallons.

When LFS stock fish, the tanks are almost always overstocked and many of the fish are too big or too large growing for the tanks they're in, but it doesn't matter as the fish only last a couple of weeks in the tanks before being bought and the LFS has powerful filtration running all the tanks. Fish casualty rates are high in LFS but they don't care as the fish are very cheap. If you saw a BGK being kept in a 2ft tank then this is nowhere big enough for one considering it can grow to the length of a 2ft tank. I wouldn't advise buying fish which you currently don't have a large enough tank for them long term as many things can get in the way of future purchasing of tanks etc.
BGK are great oddball fish but its best to start out right with them from the beginning  .
