Betta's Fin Rot?

Does anyone have input on what this bump could be under the scales on my betta's head, just above the eye?

That looks like a war wound to me, could be a worm but I don't think so. Is there any other fish in his tank

I first noticed it today, so it could be. There are 5 Panda Cory Cats and 5 Oto's. Other than that is a fair number of snails and ghost shrimp.

So, this betta is struggling. Anyone have thoughts on this new development where the dorsal is deteriorating and the back scales are discolored?
Ammonia- 0.0; Nitrites- 0.0; Nitrates- 5.0
