Betta Floating On His Side

I have a betta who's been floating on the surface of the tank on his side for a couple weeks now. During feeding time he's active and can swim fine, but when resting he floats on his side. I described this to my LFS and they said it could be some kind of bladder disease and to just feed him less. Anyone got any pointers?

It could be swim bladder, fast him (dont feed) him for 3 or 4 days and then give him a cooked shelled pea. Do you know if hes been pooping? He could be constipated which could be putting pressure on his swim bladder.
