Betta Fish With Clamped Fins

Hi'yas! I owned 4 bettas from my fish-owning beginning, and each fish contracted an illness that caused their tails to clamp up followed by sluggishness. A few days later, one by one, they died. The fourth fish (which happened to be the first betta I purchased before the others) had the same fin-clamped symptoms and and was also becoming sluggish and less responsive. I changed his water to bottled spring water--The very next day, his behavior was extremely active and normal. Now, I had been using declorinators, stress coat, and even some fish medications to no avail. It's been about a year now and my little fish is still alive, but I noticed his tail is clamping a little and I'm fearing the old sickness again. I recently changed the brand of spring water to Arrowhead. Does anyone have any experience with the fin clamping and does anyone know what causes it? I'm going to change him back to his old water brand, but bottled water is pricy and there's something bad in the tap water (you can taste the chlorine---ever since the fish dying, everyone in the household drinks bottled. We figured, if it will kill an animal that's designed to live in it, it can't be good for people!)

Any ideas?
 
Maybe he's just ageing... how old is he? Bettas become sluggish as they get older just like people.
 
He's pretty active and responsive still, but his tail is clamping up again. The other guys became sluggish right before dying but the tail clamping was the first sign. It would worsen to the point of weighing them down, making it hard to swim. My still living fish's tail never completely healed, but it did open up more over time. When I changed his water a few weeks ago, his tail started closing up again--It isn't in horrible condition (yet?) but I'm going to change his water back to his old brand since he seemed healthiest with it. However, I'd still love to know what causes the clamping to begin with. Floride?
 
That's interesting. Can I somehow check the metal levels?

WOW, Shelly! ...I can't believe there's floride in the SPRING water! (That's one of the main reasons we drink the bottled!) Do you notice any particular elements that are harmful to fish--And did you use some kind of tester to find these levels? Thanks!

El Dorado was the brand he was using before.
