Betta Bubble Chest

Hi I was just visiting my dad's when he mentioned something wrong with his betta. When I looked in there it look like this guys chest was literly gonna explode. It seems full of air a bit smaller than 1/2 an inch. It's very see through and the fish can't swim very well and when he does he spirals? I'm not sure if this is a form of bloating as the conditions didn't seem like it. He's keeping him in a ten gallon, with a bubble wand and a filter, and a heater. I just 3ant to know if this can be cured or if we should put him out of his misery? I'm going to get my terst kit to test his water but that's all the info I have now. Anyways he seems rellllly sick... ay help? thanks in advance...

All there is to be done is an epson salt bath and not feed the fish for a few days.
Could try shelled peas also.
