Betta Bottom Sitting

My betta has been bottom-sitting for about two weeks now. He swims occasionally but has trouble. His head points up and his bottom points down. After a short while of swimming his sinks to the bottom again. I think he might have swim bladder disease. I posted on the betta page a while back, but I thought it might just be his time. I was expecting him to die after a few days to be honest, but he's still alive and still the same.
please, has anyone ideas for treatment? (I've tried fasting him and feeding him courgette and peas)

his bowl holds about 12 litres of water
it's filtered, fully cycled, ammonia 0, nitrite 0, nitrate <20
heated to 79F
water change 100% weekly
pH 7, pH of tap 7
only treatments used is dechlorinator.

Has the fish also bloated up in the tummy region.
Swim bladder the fish can look like there tail standing, also like there tail weighing them down in the wateer.
I would try a bacterial med if the betta on its own.
 
The fish doesn't seem bloated at all.
He is on his own, so I will try an anti-bacteria med from tomorrow (after his water change)

What do you feed the fish
Peas are good, cook peas for a few minutes, let cool doen, pop out of shell, mush between fingers, add to the tank.
