Should i use it where the tube comes out hte water and supply bubbles or just makei t where theres a current and where should i position the powerhead?

What fish do you have? Some like bubbles over current. But a power head is supposed to made a current, hence power head.

Uuuh there will be a school of tiger barbs going there when im done with cycle and a RTBS

what size tank? What filter? What type and how strong is the power head

55 Gal whisper 30-60 and 170 gph pump

How strong is that power head? How strong is the current. I want to get a power head for my Leporinus but I don't want to get one that is too strong. I have a 55 gal tank also. The reason I'm asking is because I have other fish in the tank and I don't want them to be bothered by a powerhead that is too stong for their liking.

170 gallon per hour

Where's the filter? Unless you're doing a planted ecosystem type tank.
I don't think tiger barbs are too fond of strong currents so I'd direct the powerhead outlet across the top of the tank.

the filter, is on the other side of the tank.

Ok, just you didn't mention it in the OP.
