Best Time To Aerate The Water?

Hi I am saving costs on electric and only want to power my air pump stone for 3-4 hours a day. 
 
When would be the best time or most necessary time to aerate the water during the day? I was thinking afternoon after feeding around 2 o'clock. Let me know if this is an ok time.

if you have a filter it should provide enough oxygen in the water so id just keep it on for looks

Do you have an external filter if so have the return at or just above the water surface to cause ripples. This gets oxygen in the water better as it increases the surface area. The air pump does not directly add oxygen it works by agitating the water surface the same as the filter does.
