what are the best fish to keep together in a community tank and how many a 64 liter tank???

It's impossible to answer that question - what looks good to you may not be to my taste, and vice versa.
 
If you'd like some suggestions as to what to put in your tank, then post up the type of fish you like, and what your water chemistry is like (pH, hardness and temperature) then that gives us something to go on.

You'll need to give us a wee bit more info to help you. 
 
I have a tank of exactly that volume and I currently have 2 Dwarf Gourami, 7 Head and Tail Light Tetras, 3 Bandit Corydora and 2 Sterbai Corydora and various shrimp.
 
Now, I made a mistake with having 2 male DGs - they're doing well together, but, I may have gotten very lucky...for now... All I can tell you is that all my little guys get on very well, there's no negative interaction between any of my fish save for the odd flaring and flicking from the 2 DGs.
 
Is your tank nice and cycled and ready for fish?
 
the nitrate is a little high and i very much like tetras

Probably not all together, no.
 
In theory, all those types are classed as passive and so probably would be fine together, but the numbers that you would need of each of them would mean you'd over-stock your tank if you were to get all 4 types.
 
You might be better off being a little more selective... How about just the tetras and guppies to start with? For example, you could maybe have 8 Neon Tetras and 8 Snake Skin Guppies. Since they're both shoaling species, you need at least 6 of each of them (more is better for the fish) and if you have 16 fish that at adult size can be 4cm each, that's about 64cm of fish. Which, I would think, is getting to the max of the tanks stocking levels... I might even be corrected on this one about it being over-stocked...
 
Swordtails are definitely too big for a 64l.
 
Guppies aren't shoaling as such, but they do need to be kept in reasonable sized groups. They are boisterous little fish, and in a larger group, the boisterousness is spread out amongst the group.
 
If you are going to take FM1978's advice, then make sure you get all males, otherwise you may find yourself with unwanted little baby fish all over the place.

Fish selection is really a matter of personal taste. The most common, safe bet fish to put in an aquarium would be a school of neon tetras and some livebearers, such as platies and swordtails (though platies and swordtails might grow too large for such a small tank). As for how many fish, generally you want to have no more than 2.5cm of fish for every 2.25 liters of water if you're planning to stock tropical fish. If you're looking to stock marine fish, that number changes to 5cm / 9 liters (fish only) or 2.5cm / 18 liters for a reef tank.
