Balloon Molly Seems Paralyzed...help!

My female balloon molly seems to be paralyzed on one side as she does not move her fin on on side and it just sticks out looking very stiff. She stays in one place near the surface of the water in the corner of the tank. When prodded she swims about with only one fin and tail functioning. She also seems to have an extra long growth like thing sticking out next to her paralyzed fin.
 
Please see the attached pic.The extra growth is circled in red and the paralyzed fin above that is circled in yellow.
 

Update: This morning there seems to be like a white fungal growth near the root of her fin and the extra growth. I've added a few drops of Tetra Medica (General Tonic)

Can't see very well but it could maybe be a parasite? Maybe a fluke? I'm not sure but maybe someone with more knowledge on a situation like this will respond.
