Bad Water Source?

Hi all, on your advice I tested my tap water...

It has ammonia 0.25 and nitrite 1.0. And a pH of 8.

This is the same as my tank with a 25% water change last night dropping the ammonia down slightly to between 0 and .25.

any advice?
