Have you tried a thorough gravel vac? You should remove all ornaments etc so you can vac properly. One member reported recently that after having a bacterial bloom for ages, he removed all the ornaments only to find the remains of a dead fish which he thought was long gone.
If you get rid of all the organic waste in your tank, the bloom can't survive. If it does, it would suggest that it is not infact a bacterial bloom, but something else.
