Attach A Backdrop, Hard Water Stains, And Algae Cleaning

I have a few minor questions that I thought I'd combine in a post.

What's the best way to attach a backdrop to an aqaurium? Clear tape? Is it better to put it inside the aquarium or outside?

I get hard water streaks at the back of my aquarium where the cords and tubing run down the back. I read in another post that you can use vinegar to remove them, but are there any tricks to stop them from coming back?

I have a hard time cleaning the algae at the bottom edges of the tank. My hood makes it hard to reach down there and get enough pressure to remove the algae. Is there a tool that works best for that job, maybe those magnetic cleaning pads?
 
I removed my hard water stains with vinegar. It worked. However, I still have the vinegar rainbow where the stains were. (by vinegar rainbow, I mean like those rainbow colors you see in oil when it drips on pavement, it looks kind of greasy). However, it's hardly noticeable.
