At What Age Is A Fancy Considered Fully Grown?

Also, does anyone know the reason why there can be such a difference in the sizes of the same species? I have 2 telecscopes that are the same age, bought on the same day from the same 'batch'. At 3 years old, one is 4" long and the other only about 2 1/2":

That little one looks like a siamese doll. Does it have pink eyes? If so they only grow a couple of inches but may get to 4 inches.

Yes, he (she?) does have pink eyes. I've never heard of a siamese doll, thanks for letting me know! Since he's 3 years old already and hasn't noticeably grown any in the last 6 months, do you think he's reached his maximum?
