I just bought a little 2gal tank today an evolve2. It has quite a powerful fiter.I am currently planning on buying a betta fish for it. What is your guys opinion on the tank. And how would lower the water flow coming out of the port the betta? And also how would kick start my fishless cycle without buying ammonia for it.

it is recommended on these forums to cycle using ammonia so you can fine tune the dosage amount

As for your filter output, depends on the output hole, but perhaps fitting a spray bar will distribute some of the flow to the surface of water this will lessen the flow and agitate the surface at same time to oxygenate your water. 
 
You can quite easily make a DIY spray bar that will do the job.
 
What i actually ended up doing was zip tieing a piece on the spongy part of some head phones to the output tube. I was pretty strong at first to where it would create a mini whirlpool or if i moved it down start kicking up the substrate
