In holland we call that "piepschuim" but i don't know how to say that in english, I will search for you , on the top op the "piepschuim" there is epoxyglue but i'm not sure about that too

edit: i think you call "piepschuim" EPS. but i'm still not sure about it.

I thought that too, but the echinodorus amazonicus won't grow so good, so i am possibly going to place there limnophila sessifloria and althernanthera reinecki
