yes you can and no you cant, it all depends on the size of your turtle, if you look in the invertabrates section this topic has been covered recently so shouldn't take too long finding the thread

you can, if you don't mind the turtle growing up and eating the fish.
but it will depend on the type of turtle and the type of fish and the size of the tank
turtles tend to need quite large tanks.

Best bet is no, because even the smaller turtles still reach a size of 12"+ and regardless will eat your sleeping fish...
