How long had the first Angels been in the tank before you added the second lot?

Im wondering if the first angels could have become all territorial and picked on a new angel - one at a time. Also the neons you added wouldn't have grouped together with the existing neons straight away. So if they were on their own overnight they could have been a tasty Angel fish treat.
 
Using safe start isnt a great way to cycle a tank, whilst its reasonably good at keeping ammonia levels down, it does leave a nitrIte spike a few weeks into use. Have you been constantly testing the tank water, Im asking because there is a chance that the nitrIte levels in the tank did rise and whilst the fish you originally had could have become used to it, adding new fish to a high level of nitrIte would have been a shock to them and killed them.

Also how do you acclimatise new fish, they would not be used to your ro water mix and that also could have caused them to die, whereas the older fish in the tank again would be used to it. Just a thought.

the angels got along fine they swam in a shoal the moment the 2 new 1s where free to swim around and i saw a couple of the neons dying and they just sank to the bottom after they showed the same symptoms as the angels

which bring s me to the acclimatise in the bag adjusting to temperature for about 20-30 min than i add about half a pint of aquarium water every 20 min till they have been in there for about 2.5/3 hours
