Agreed its Elodea densa-healthy looking at that.
i would uproot it, trim the yellow bottoms off and replant. each stem should be about an inch apart. and then look out. it will absolutely take off.
i would not up the lighting if that is the only plant you have at the moment. it will grow just fine in just about any lighting. higher lighting also will make it grow really fast and leggy, not nice and full like you have it now. and you will have to dose the tank with nutrients.
when its time for a trim, just cut the tops off just below a root node (they will be obvious, if they are not already) and then replant the top. its like instant "new" plants. ive also found that in lower light, doing is not so much of an issue with this plant if youve got a good bioload of fish in the tank. will suck up excess nutrients and really help keep parameters stable. ive found it nearly impossible to kill this plant. it is that hardy! it also will grow just fine not even rooted and i often use it as a "floating" plant in q-tanks and fry tanks.
if you ahve a turtle or know someone who does, one of their favorite plants to eat. just an fyi.
