Aquaclear 50 Filter Behavior

I notice when I shut off my AquaClear 50 filter and start it back up again it seems to spew all the particles it picked up back into the water within a second or 2! After about 2 hours it clears back up again.

Is this normal? Do I have to rinse off my filter media (and empty out the water in the bottom of the filter) between every re-start to prevent this from happening?

The filter media set up: I have the sponge that comes with the filter on the bottom, followed by two mesh bags of Seachem Matrix bio media.

Yeah that seems to be how the aquaclears all work. Been using them over 20 years and it always happens. Still my favorite hob, good flow and very versatile as far as media goes.
