At this point in time, focus more on keeping the plants healthy. In general, Tall plants tend to go in the back while shorter ones go in the front. Light should be able to reach the bottom of the plant, so use that guideline when judging planting distance. An easy scape to try is to create a focal point with a particular plant grouping and hardscape about a third away from the end of the tank. From your list, java fern, and Nymphaea are possible focal point plant candidates. They would also look good paired together. Then, the other plants in the tank are arranged to compliment and draw attention to that focal point. Avoid planting in straight rows, and keep like species grouped together. Like, don't put one stem of Green ludwigia in one side of the tank and another in the opposite end. They should be close together.
