I have a ten gallon aquarium with 3 guppies and an otto. I still have room for a few more fish. Any sugestions? 
I would second the Ottos. You do have a bit more room, assuming you are not about to have a fry explosion. Do you have male and female guppies? If so, I would wait a bit and see how your population goes, but adding a couple more Ottos won't hurt since they stay small. A Golden Mystery Snail is also another favorite of mine to add to any tank.

3 guppies, 6 otos, 8 penguin tetras in a 10 gallon- overstocked IMO. And not really enough swimming room for the penguins, they're not the tiniest tetras out there.
