The male bettas sections are currently 17l or so each, there is 4. But what other inhabitants could i get.
Snails are abit messy, so if i do get some it would be Assassins (to eat all the pest snails),

Possibly any fish, or how about shrimp, do they produce alot of waste??

Shrimp would be your best and safest bet. Ghost shrimp and adult Amanos are both good choices. Amanos are mostly algae eaters and may reuqire a supplemental algae wafer, though I have seen mine eat fish food too . Ghost shrimp will eat virtually anything but if one of your bettas gets sick and is lying on the bottom, the ghost shrimp may start to munch on him ( I have had this happen with an ill cory and my old ghost shrimp years ago )

Adult cherry shrimp should also be fine as long as your sections are well planted , but if they breed then baby shrimp will probably be eaten ( which will keep the numbers down I guess )

Shrimp produce very little waste indeed, and you could have 5 or 6 in each section.

Yuck. I wouldn't get ghost shrimp if they may eat a sick betta. Only said because one of mine was ill and was flicking and laying on top of the substrate. I thought he was going to die so I put just about everything I could think of into his water and guess what? He survived and is happily swimming around. I cannot imagine having him pecked to death by little vulture shrimp. :(

He was an evil git that shrimp. He ate that cory face first while it was still alive! I was at work at the time and my mother caught him in the act, she tried to poke him away with my planting stick but he kept coming back with a vengence and when I got home the poor cory was dead.

OP - On second thoughts maybe stick with Amanos and Cherries for shrimp.
