As per your thread from yesterday (having seen your planned list and it sounding familar), http/www.fishforums.net/index.php?/topic/395975-noob-question/page__p__3328589#entry3328589 , your plans are very ambitious for a 3-foot tank.
Congo Tetras (Phenacogrammus interrruptus) grow too big for such a tank, they become chunky ~10cm fish as adults, I was shocked when I saw an adult at Southsea's public marine and freshwater aquarium last year.
By and large, the extra height on this aquarium makes little difference to a reasonable stocking list, an FX5 filter does not mean you can fill this tank with more fish... All it means is you should have less change of an ammonia or nitrite spike once this filter has been cycled, but it is still going to be down to you to regularly change the water to prevent a gradual toxic buildup of nitrate. However, ~2300lph of flow in a ~200l tank is going to mean a lot of current, which again rules out the Congo Tetras but also the Banded Gourami and Neon tetras. The BN Catfish will love it and the Rummynose will probably tolerate it.
There are loaches out there that would love a strong current that would be suitable for this tank without being a "hillstream loach", for instance Dwarf Chain Loaches, but I feel you need go and think what setup you really want... A high current riverine setup, or a calm backwater tank (which means looking at a filter rated at no more than 1000lph) that could include the Banded Gourami.
