William and the Moderators notice who's dedicated and likes to help and will PM and ask. 
Just because someones not asked doesn't mean they aren't dedicated or noticed tho. A lot has to do with if new forums open up or if there's a need of more mods. ie. a lot more people joining or if a mod leaves etc.
Members are a lot more important than mods are to a forum, imo tho.
