if its like a brown 'dust' then it'll be diatoms.Does it rub off easily?
Has the tank been running long?
Diatoms don't last too long
You must be doing something right for it to flower

tanks been set up for 4 months
yes it does rub off easy.
should i clean the plant or just leave it??

just rub it off.don't know how long it takes to clear up, but it should.
just keep on top of it.If things get worse, then maybe reduce the lighting a bit
Oto's & Amano shrimp love it, but if you don't want to keep them, then adding them to sort out a short term prob seems a bit unnecessary
