Another Quarantine Tank Question

I have a 3 gallon tank that I want to use as a quarantine tank for new fish. My main tank is a 40g that has been established for 15 yrs or so. The 3g tank is empty, just running a HOB filter, not cycled. I tried cycling the tank in the past, but no luck. What I was thinking of doing is - fill the tank with water from the 40g, acclimate the new fish to the 3g, do daily water changes with prime treated water (either fresh water or water from the 40g). I would do this for 7-10 days to make sure the fish are healthy.

So, will this work? Should I add Safestart and/or some sand from the 40g?  I'm not expecting to use the 3g very often, since I don't buy that many new fish on a regular basis.  I read (Akasha72) to put some filter media in the canister filter for a time, then take it out to use in the QT. I have an Eheim canister filter, can I use a piece of the blue coarse filter or the white filter?

I would appreciate any suggestions or ideas.

What fish are you buying? 3 gallons for a q tank doesn't seem big enough to me.
 
The 3g is just temporary. I don't plan on putting in a lot of fish at one time. Right now I want to get 3 or 4 buenos aires tetras. I want to make sure their healthy before transferring them to the 40g.
