Angels vary in temperament, very similar to dogs from the same litter having varying personalities. It is quite possible for two to be male, female, or one of each, and not show aggression or pairing behavior. I've had this happen numerous times, plenty of folks wish they had two compatible angels as you have.
I'm nearly certain you've read this over, I can't count how many times I've posted the link;

There are some easier ways to accomplish some of the things in that article. One thing I regularly do with angels & corys to induce spawning is not do water changes for two weeks, using a piece of egg crate for the top, and running a fan on the surface to increase evaporation. This increases hardness & TDS. I drop the tank temperature with angels, raise it with corys. I also feed lightly, skipping a day or even two in a row, mainly flake, a little frozen bloodworm once weekly for corys
I then do a water change with water a couple of degrees cooler, leaving the water level low a couple of inches. I also start feeding heavier, and increasing filter flow. They get live blackworms, frozen brine shrimp, and a little frozen bloodworms. The angels get the tank temperature raised, I drop it for corys.
There is a reason for leaving the water low a couple of inches. Once daily add 1/2" to 1" of straight cold water, while feeding. This gets blasted in full tilt with a hose. This gets pairs that I am resting spawning again, and the corys will plaster the sides of the tank with eggs.
Be aware that if you do this with the angels you may not get a pair, you may just get aggressive angels. You should try contacting a local club to try to find some local angel breeders, here's another link;
