I have an Angelfish that is about 8" tall and 7" long that Ive had for a while now, and 3 nights ago, i noticed that its eyes are swelling out of it's head. I have been dosing the tank with melafix, and removed the carbon from the filter, but it is not getting any better. Is there anything else i can do aside of waiting.

water parameters

temp 78 f
ph 6.8
Ammonia 0 ppm
Nitrite 0 ppm
Nitrate 10 ppm
GH 0 dH
KH 3 dH

I suspect that either my phosphate and/or silicate levels are high, because i am fighting off a green algae infestation right now. I don't have a test kit for it though.

Can you issolate the sick angel going to need a bacterial med like maracyn.
Popeye is closely related to dropsy because of the build up of fluids.

Maracyn
Manufacturer: Mardel
A broad-spectrum antibiotic for gram-positive bacterial infections. For infections of columnaris (body fungus), fin and tail rot, popeye, gill disease, and secondary infections.
Active ingredient: Erythromycin.

No not really without a lid and heater, aeration which you need with a med.
You will have to add the med to the main tank then.
Good luck.
