my angel fish have been picked on by one of my other angels, and some of its bottom fin has been chewed off. will it ever grow back?

Yes, given a change of situation and time, it can grow back.

How many angels do you have and what size tank are they in? Angels will pick on each other. Mine used to chase each other all the time but never actually did any damage. What other fish are in the tank? It could be that anothe fish is actually theone responsible for the fin damage.

On a different note, I see your groups still shows "Validating". You need to open the email you received after registering and click the link to validate. Otherwise, you can only post in a couple sections. If you didn't get the email, check spam folders nd make sure gmail.com isn't a blocked domain. You can have the email resent by clicking the link at the top of the screen.

its a 30 gal tank.
i have 2 Silver Zebra Angels, 2 Silver Hatchets, 3 Black Neon Tetras, 2 Gold Pristella Tetras, 1 Harlequin Rasbora, 5 tiny Neon Tetras, 2 Peppered Cory Cats, 1 Bala shark, 1 Columbian Shark, and 1 Turquoise Rainbows.

i have a feeling its the rainbow..
 
You definitely need to look at rehoming some fish soon. The bala and columbian shark both need at least 75 gallons and even larger once they get big. The hatchets, corys, tetras, rasboras and rainbows need to be kept in groups of at least 3 and preferably 6.

Rainbows are generally very peaceful but when schooling/shoaling fish are not kept in groups, they can tend to get very nippy. I doubt that the other angel is causing the problem with the shreded fins.
 
Yes, those sharks need to go! And completely agree about the shoaling fish, I've even seen some of those same ones get nippy at quantity 4 when they were not nippy at quantity 6, makes a large difference. The problem of course is that you'd be too overstocked if you stocked all these species at the right level, so some of the shoaling species are going to have to re-homed somehow too.

Rainbows can display all types of bad behavior if they aren't kept in a large enough group.
