Ammonia In Tap Water Higher Than In Fish Tank

Today these are how my tanks tested. They are not cycled yet, and I am doing fish-in unfortunately so I want to make sure my fish are all okay :(

1- .25-.5
2- 0-.25
3- ~.5
4- .25-5

I tested my tap water after conditioning it for 10 mins- it's at between .5 and 1 :S If the nitrites and nitrates are 0 in some of the tanks, should I even bother doing a water change on say, tank 2 that has between 0 and .25 ammonia?? Wouldn't I just be making it higher by doing a big water change since my tap water has ammonia?

I have tested my tap water 3 days in a row now and each day it has had ammonia! At first I thought I tested it wrong.
I guess you never know what's in your water! :p

My tap water has 0 nitrites!

For example, my tank 2 has almost 0 ammonia, and almost 0 nitrites.
Would doing a water change with water that contains an ammonia level of 1.0 even be beneficial in this case?

You should be dosing any tap water with a conditioner such as Prime before adding it to your tank. The conditioner with neutralize any chlorine, chloramine and ammonia in your tap water before it hits your tank.
 
+1 to woodies post,
A good quality conditioner such as but not limited to Prime binds the Ammonia into Ammonium which is easier processed by the bacteria and far far less toxic to fish.

If you are doing a fish in you must keep up on the water changes and use a good quality Conditioner.
