Am I Overstocked?

Stock is in sig, i have a fluval 3 plus for filteration (so my tank is over filtered.). I know im overstocked alittle but will it be ok if i keep up on waterchanges etc (also i was thinking of getting 2-3 cherry shrimp to help clean the debris and algea off the gravel.)

Hugely overstocked. 17 fish in total. If they all only reached 1" when fully grown you'd just about be OK, but only just. You have almost have twice as many fish in there as you should. I would suggest taking some back unless you want death and disease on a big scale.
 
Actually i wouldn't say its overstocked considering is a 15 UK gal, and not US. Certainly not "Waaaaayyyyy overstocked" as riverman put it -_- . Its just the combo of fish and critters that could need a little working on, the only thing in there that will outgrow the tank is the armoured shrimp. Your current stocking;

5 Neon tetras
2 Amano shrimp
2 Bronze cory
2 Kulhi loaches
1 Guppy (Male)
1 Dwarf gourami (Female)
1 Betta
1 Bamboo shrimp
1 Cameroon/cameroun armoured fan shrimp
1 Bristlenose plec (Female

Rehome the betta and the guppy- male bettas are not suitable for community tanks, and guppys are sociable fish that need to be kept in groups of the right gender mix. Tetras do best in groups of at least 6, so i would increase the neon tetras (these fish are not suited for new tank set ups though, so if yours is new i would advise you swap them for somthing more hardy and suitable, as neons can be very fragile fish).
Khuli loaches would do better with another one or two of them, as they are sociable fish- so do cories and amano shrimp.
Personally, i would chose between the cories and the khuli loaches, as they essentially do the same thing in the tank and take up the same space. I would have either corie or khuli loaches in the tank in decent numbers, but not both.
It would be better if your stocking looked more like this;

6 neon tetra
1 dwarf gourami
4 bronze cories or 4 khuli loaches
3 amano shrimp
1 bamboo shrimp
1 Bristlenose plec.

This is the most i would advise for your tank, depending on how mature it is and the tanks dimensions.
Rehome the armoured shrimp, betta and guppy. Rehoming the bamboo shrimp is advisable if your tank is under 6months mature, as due to being filter feeding shrimp they rely on a steady flow of mirco organisms and microscopic bits of food in the tank water, but can slowly starve in tanks not mature enough.

How long, wide and high is the tank and how long has it been set up? What sort of filtration do you have in there :) ?

Thank you for the informative reply (the others just said the same thing over and over, you only need to say it once.) Anyway my tank is around 5 months old, my readings are fine. For my filter i have a fluval 3 plus, so its over filtered. My tank dimensions are as follows:
H=15"
L=24"
W=12"

Also can you give away fish to your lfs/lps? If so i shall rehome some of my fish/shrimp.

It depends on the lfs/lps, you will need to ask them as some lfs take fish while others don't- some will only take them in for free, or if you originally bought the fish of them, while others may even pay you for your fish or not take them in at all etc :) .
As long as you have had 0 nitrites and ammonia and your nitrates are under 40, your tank sounds fine as long as you re-orgnanise the stocking a bit :nod: . If the betta is a male, you can put it in a heated 2-3gallon, as they can live perfectly happy in small unfiltered tanks as long as they are preferably at least 2gals- male bettas do best on their own and are pretty undemanding fish if you decide to keep it :thumbs: .
You could have guppys in a 15gal, but they are notorious for over-breeding (a single female can produce over 40 fry a month) and males need to be kept with at least 2-3females each, or in all-male groups of at least 5males, so i personally do not advise these for small tanks unless the keeper is willing to control or take into consideration their ability to breed or bully each other.
Im not good at working out gallons, but your tank sounds around 17-18 US gals? If so, the khuli loaches should be fine in there as well as the cories :) .
