Am I Going Through A Bacterial Bloom?

In recently changing my external filter to a tetratec ex1200, I swapped over my seachem matrix but no sponges, at the same time i rescaped the tank - not severely, and topped up the sand. Well since i have experienced a fogging effect (2 days), I have done a 70% water change today without kicking up any of the substrate and I have still got the fog. Any ideas if its a bloom or have i started a cycle off again. Ill do some tests later on this evening regarding nitrate etc.
 
I done a 80% water change earlier, seems to have helped a lot but I have also noticed my water is smelling quite bad, tests before it show no ammonia a tiny bit of nitrite and as usual 80 nitrate.

The tank was emptied other than the fish and substrate so no corpses toxifying the tank, I am wondering if the old filters sponges will still have some live bacteria, i have left the old canister filled with the tank water at that time, and theirs also a media basket full of some rock type media. Im slowly dropping my stock level as in the past i have jumped into a lot of purchases then regretted it within hours.
 
4th sept :added a piece of media from the old filter, done a 80% water change - results were ammonia 0.25 nitrite 0 nitrate 80 water clear due to change
5th sept done a 80% water change added some tetra safe start to try and help the filter recuperate.

Results currently, ammonia 0 nitrite 0 nitrate 15 water really cloudy

I have now got some seachem stability i can use, the water is extremely cloudy, but am I right in that as the nitrate has dropped (my nitrates are usually higher than this) that the filter is recovering, what i want to know is it worth doing a large water change today so i can see my fish or will the bloom come back and haunt me tomorrow?
 
I just started a new tank and put in my two filters and some fake plants to let the bacteria grow on. On the second day it got cloudy as well and I know it will go away when the cycling was near over
