Algae Help

Hello,
It has been a long time since I posted. Ran out of my ammonia testing fluid and had to wait till the lps had it in stock. Took a long time, yikes.

I had been adding ammonia to my tank every day while I waited, because I didn't want what bacteria that did exist to die. I continued doing regular water changes and testing NO2 and NO3 (both which went down at water changes then floated up to sit at a constant level of 0.3 and 20.)

Today I noticed a spread of green algae (the regular kind) across the flat rocks and some of the plants, mostly the rocks. Closer to the heater and filter, and nowhere near the bubbler. Not on the glass. (I wiped off the rocks and rinsed the filter; plants I can't clean without pulling them out of the tank completely.)
I tested the pH, as I hadn't for a while, and its low. Too low for my test to read (which goes from 7.4-8.6.) I am guessing it's sitting around 7. The temp of the water is still sitting around 26-30C. Gets a tiny bit of sun light (sits across from the window, window is on the south wall.)

I am wondering if the algae is tied in with the pH dropping somehow? If green growth is a good thing? And if it signals the (fishless) cycle starting to finish??
I had read that algae is caused by the over abundance of nutrients. Is that true?

Any help/advice is much appreciated. :)

PS. I forgot to mention that I had tested the NH3. It's at 4.0. Going to give it a few days to see if it goes down. If not, do a big water change.
