Albino Pleco Not Looking Good

On Friday we moved the tropical set up from a 2ft71/2 inch 95lt tank to a 4ft 170lt tank,

In the tank we have
4 Glass Thai Catfish, 5 Neon Tetras, 1 Betta, 2 Albino Corys, 1 Bronze Cory, 1 Poleatus Cory, 2 Amano Shrimp, 1 Common Pleco, 1 Albino Pleco.

We cycled the water, and tested the water, all was within limits.
(tested just now is - Nitirite - 0ppm Nitrate - 40ppm Ammonia - Has spiked to 0.50ppm (sitting on colour between 0.25-0.50 but its high whatever it is) PH - 7.6)

What percentage water change should I do, they have been in there 4 days (since Friday evening) same gravel as previous tank, but rinsed with old tank water, same live plants, same 2 small ornaments, different filter (tetratec in1000 plus, with old filter running too) 4 inch air stone.

Im so stuck, Ive never had big problems with my tanks, I have had the odd spike when adding new fish or plants, but nothing like this.

Help please?

Forgot to add about my pleco,

He is extremley ulcerated, looks to have severe fin rot, eyes are sunken, he isnt eating, he is approx 8 inches long
 
As close to 100% as possible (remember to temp match and dechlorinate), those ammonia levels are over double the concentration considered lethal to most fish. Did you clean out the old filter at all? Seeing how you have nitrate present you must have some filter bacteria in there. Are any of those new additions?
