Aggressive Angel

i bought a 2 black angels a while back and one started chasing the other and nipping it's fin and the 'victim' got quite ill and i thought she was gunna die, so i rehomed the evil one and she was fine. i then introduced two baby angels in and she was fine for abit and the she started chasing them and nipping them. one of my angels died :( so i replaced her a few weeks later with a bigger angel, in the hope that she wouldn't get aggressive, but she did. so i've put her in a bully tank now and i'm hoping to rehome her soon but now the newer angel has started bullying the baby one.
what's going on?
it's really upsetting to watch.

my stats are ammonia 0 nitrite 0 nitrate 0
 
what size tank? angels set up territories and because you don't have a pair, the dominant one is trying to chase the other out of its territory.
 
what i normally do with my angels is take out the problematic one for a day or so, allowing the rest to settle in and establish their space. rearrange the deco while you're at it. then return the angel into the tank. it'd be an all new environment and it'd be fairly timid now.
