Adequate lighting plus a tank cover?

Is it possible to have decent lighting plus a fully covered tank? I can't have an uncovered tank because of my cat and snails getting out. Below is what I currently have. It's old. The light fixture sits over the glass. I don't think it's allowing enough light through the glass, and the plants are suffering.

You can get LED lights that go in the water on Amazon. I use mine in my lid, not sure I like the idea of leaving them totally in the water, but if you could find a way to fix them at the top of your tank somehow, they may work.
